Dear Development Partners,
Our last meeting in Paris (June 25 to 27) was a big success, as we advanced in defining our guiding principles and identified five issues to be deepened in working groups: 1. integral framework, 2. indicators, 3. capacity building, 4. fiscal decentralisation, 5. sequences. The meeting showed also that our informal character is very useful for the open exchange and unbureaucratic proceedings. (see minutes below).
As we have seen, there is a lot of work to be done, specially in terms of networking. If you wish to share any relevant information concerning your organisation with other members of the DPWG-LDG or a broader general public, I am happy to receive your messages at any time: nina.helm@inwent.org

Agenda - DPWG-LGD:
- Joint Training workshop on LG&D, October 13 to 15 in Bonn
Our consultants Mr. Zimmermann and Mr. Fieguth from Germany will present a study, commissioned by the DPWG-LGD and financed by InWEnt (Capacity Building International Germany) on behalf of the German Ministry for Economic Cooperation and Development (BMZ) summarizing the offers and needs of training of the donors in the field of LG&D. The study will be presented and validated during the workshop and will give an overview about the current stage of proceedings in the donor organisations. Then practical propositions of joint training will be presented and discussed. The proposals will cover as well potential divisions of labour as planning and strategy developments.

The DPWG-LGD organizes an event at the EDD - European Development Days, November 15 to 17, 2008 in Strasbourg.
The DPWG-LGD presents a side event at the EDD with a panel to be composed by representatives of two donor countries (Denmark and the Netherlands) and two African partner countries (Tanzania and South Africa). The focus of the panel will be a discussion about harmonization and alignment approaches for strengthening local governance and decentralisation in South Africa and Tanzania. The facilitator is from the Finish Foreign Affairs Ministry.

Activities - DPWG-LGD:
- Swiss cooperation (SDC) launches an interesting newsletter (May 2008) on "Decentralisation - State Building from below"
- UNCDF presents its 2007 Results-oriented Annual Report (ROAR).
The ROAR assesses UNCDF’s performance, both in terms of development results in its two practice areas, local development and inclusive finance, as well as its management results. This 2007 ROAR will be presented to the Executive Board in June 2008 and will be made available in all six official UN languages. See the report.

- 3rd High Level Forum on Aid effectiveness September 2 to 4, 2008 in Accra, Ghana.
In September 2008, ministers from over 100 countries, heads of bilateral and multilateral development agencies, donor organizations, and civil society organizations from around the world will:
- review progress in improving aid effectiveness
- broaden the dialogue to newer actors
- chart a course for continuing international action on aid effectiveness

The Maastricht Graduate School of Governance in cooperation with the European Centre for Development Policy Management (ECDPM) is organising an Advanced Academic Update for academics and professionals working in the area of aid effectiveness and aid policies. This seminar is scheduled a few weeks after the Third High-Level Forum on Aid Effectiveness in Accra, Ghana, and offers a forum for donors, partners from developing countries and academia to discuss the outcomes of this forum in the light of the gap between political reality and academic scrutiny.
The two-day seminar will take place in Maastricht on the 14th and 15th of October 2008.

Conference on Access to Development Funding for Local Government in Africa, taking place in Johannesburg on September 15 to 17, 2008.
Difficulty in accessing finance limits the ability of many local governments in sub-Saharan Africa to address key infrastructure needs and can often result in essential water, healthcare and education services being sub-optimal for a vast number of citizens.
Organized by the Commonwealth Local Government Forum (CLGF), in association with Developing Markets Associates Ltd (DMA), and with the support of the Government of South Africa (Department for Provincial and Local Government) and the United Cities and Local Government of Africa (UCLGA), this event will provide a forum for all the relevant stakeholders – local government, national governments, development partners, private sector and civil society – to:
- gain a better understanding of the donor community’s relationship with local government
- understand the ways in which donor funds can support local government
- identify ways in which local governments can more effectively access donor funding, and how local government could move towards playing a more significant role in the planning, monitoring and implementation of donor funds in their countries.
It will provide practical help and information for local governments in Africa on how agencies work, set their priorities, and how they can engage more effectively with them. It will highlight the need for local government involvement in planning poverty reduction strategies and linking with other donor priorities.
This will be an event for ministers of local government, chief executives of local authorities, treasury officials, associations of local government, sub-national government leaders, officials responsible for project proposals and funding applications, the donor community, and the private sector.

Global Forum on Local Development - "Localizing the MDGs through Democratic Local Government, Addis Ababa, Ehtiopia, 23rd to 27th February 2009
The Forum, organized by the UNCDF, estimates approximately 350 participants representing local governments, national governments and academia from LDCs and non-LDCs. In collaboration with global practitioners and experts, and through a combination of plenary presentations and work groups, the Forum will provide a venue for LDC participants to advance the policy and practice of achieving MDGs through local government.
